The rising sign being Capricorn its lord Saturn representing people, general condition of the region, nation as a whole ministry of home affairs, condition of the cabinet, general character of 7th people, is in the in the 7th house (the house of war) with Mars its worst enemy and a planet depicting war and destruction. Saturn – Mars combination is very bad. It leads to mass tragedies, death and destruction to governance when placed in the 7th house as both aspect the lagna the people, when Saturn aspects the 4th house the seat of power and Mars aspects the 10th house the ruler.
4th lord Mars the “Sinmhasana” (seat of power), the opposition, democratic movements, general happiness, hotel industry, land and crop, agriculture industry etc, is in the 7th house with its worst enemy Saturn which is equally the lagnesh. Other than the 9th and the 10th lord as also Sun the 8th lord, the other planets which are of maximum importance are placed in ‘Kama-Trikona’, thus not located in benefic positions. Again it has to be noted that these planets are occupying watery signs, lacking perpetuality.
In Navamsha Mars is exalted having an aspect of lagna and the 10th lord Jupiter from the 7th house. Jupiter is in Gaje-Kesari Yoga in the 7th house, with Moon the 5th lord.
